Recovery token not accepted

Hi,

We've been having issues with the pgp encryption on many notebooks, the problem seems to be when a user forgets there passphrase we generate the token to allow access to the drive but the token isnt accepted, is there a way to fix this as we are re-imageing and encrypting the drives to allow the Notebook to be used again.
