CD/DVDs burned with SEE 11.1.0 are blank

I need a solution

We've had a few instances where we burned some files to a DVD using the SEE 11.1.0 Removable Media Burner Application so the files would be encrypted.  The DVD was then sent to a third party, a long with the decryption password.  When the third party gets the disc, however, it appears to be blank.  In File Explorer they can see that there is data on the disc itself of some kind, but they can't see the files themselves.  They can't even see the Decryption Utility.  We always test these discs on a third party machine we have here before we send them out, and we can always browse the file structure of the DVD and decrypt the files as needed while testing, but once they go out to the third party, the third party cannot see the files.

Any ideas how this happens?  Is there a certain environment under which a user wouldn't be able to view the encrypted files at all?
