Can DCS:SA block sharing on Win2008 server?

Is there a prevention feature in a prevention policy that disallows the sharing of folders on a server? Can it disable folder sharing completely?

Issue we have is when DCS:SA is enabled,  an admin is unable to select a folder and create a share , the sharing tab is missing?

As soon as we disable the DCS:SA then its possible to create sharing......
